About this Project
FST led a team of consultants to develop the design plans and contract documents for this project under MassDOT’s Accelerated Bridge Program. This was a complex project due to the significant inter-relationship between the project components within a constrained project footprint and the required level of interagency coordination. In addition, there was widespread local interest in this project due to concerns about potential recreational, flooding and ecological impacts.
The project objective was to replace the bridge carrying Bay Street over the Mill River, which has been determined to be structurally deficient and functionally obsolete. Morey’s Dam was also replaced as it has been classified as a high hazard potential structure by the DCR Office of Dam Safety. The project included the replacement of both structures and the reconstruction of Bay Street within the project limits.
As many local businesses depend on the flow of traffic along Bay Street, the use of accelerated construction methods were designed into the project to shorten the construction duration and the length of time Bay Street was closed. The bridge was designed using prefabricated bridge units (PBUs) to expedite the construction of the bridge. The PBUs consist of twin steel beams with a concrete deck prefabricated and shipped to the site for erection. Narrow cast-in-place deck closure pours were field cast to tie the PBUs together. The use of secant pile walls for support of the abutments, wingwalls, training walls and a portion of the fish ladder were used to accelerate the construction. Secant pile walls used as the foundations of these elements allows for their installation without the use of deep excavations and the use of time consuming cofferdams.
This project required significant interagency coordination efforts with a number of local/state/federal agencies. Over the course of the project, coordination meetings have been held with MA DCR, MA DEP, ACOE, MA Department of Fish & Game - Division of Fisheries & Wildlife (DFW) / Natural Heritage and Endangered Species Program (NHESP) and Division of Marine Fisheries (DMF), and the US Fish & Wildlife Service (FWS). In addition, the Right-of-Way plans and utility designs needed to be closely coordinated with the City of Taunton.
